Tender Manager – Lead Centralised Tenders Team

About the role

The Tender Manager reports to the General Manager Winning Work and leads a centralised team of Submissions Managers, Bid Writers and Bid Leaders. The role is responsible for securing profitable work across New Zealand by delivering high‑quality, client‑focused tenders and proposals.

Key responsibilities

• Lead and coordinate the end‑to‑end tender programme, including pipeline planning, resourcing, timelines, governance and review processes.
• Deliver commercially robust and compelling tenders that meet client priorities.
• Strengthen bid capability across the business and embed best‑practice submission management.
• Coach operational teams to improve winning‑work capability and drive continuous improvement of systems and processes.
• Manage tender budgets, team costs and external support efficiently.
• Provide strategic leadership on high‑value bids, shaping winning strategies and informing bid/no‑bid decisions.

Required profile

• 10+ years of experience in civil construction management and leading strategic tenders.
• Strong people‑management skills with a track record of building high‑performing teams.
• Demonstrated ability to improve processes, embrace technology and drive efficiency.
• Experience in business development and networking with clients, design consultants and partners.
• Excellent commercial acumen and ability to deliver engineered solutions to complex situations.
• Practical knowledge of design processes required for compliant tenders.
• Relevant tertiary qualification such as Civil Engineering or equivalent experience.
