Principal Procurement Specialist – Information Command

About the role

This senior position supports the INFOCOM portfolio of the New Zealand Defence Force, leading high‑value ICT procurement programmes that are critical to national defence capability. You will work closely with the Commercial Portfolio Manager to deliver end‑to‑end sourcing activities.

Key responsibilities

• Lead complex, high‑risk ICT procurement across the full sourcing lifecycle (plan, source, manage).
• Develop and implement procurement and sourcing strategies for transformational programmes.
• Provide commercial advice to senior stakeholders and programme leads.
• Apply governance, risk and compliance frameworks to all procurement activities.
• Manage supplier engagement, negotiations and contract establishment for high‑value agreements.
• Contribute to continuous improvement of procurement processes and early commercial planning.

Required profile

• 10+ years of senior procurement or commercial experience, preferably in ICT.
• Proven track record delivering large‑scale, complex procurement programmes.
• Strong knowledge of Government Procurement Rules and public‑sector frameworks.
• Excellent stakeholder engagement, influencing and communication skills.
• Ability to operate in fast‑paced, high‑pressure environments.
• Relevant tertiary qualification such as MCIPS (preferred).
