People & Capability Business Partner

About the role

Napier City Council is seeking an experienced People & Capability Business Partner to join its high‑performing People & Capability team. In this role you will act as a trusted advisor to senior and executive leaders, influencing strategic workforce decisions and shaping how the council attracts, develops and retains talent.

Key responsibilities

• Partner directly with senior and executive leaders to influence strategic workforce and organisational decisions.
• Lead and support complex people matters, balancing risk, compliance and positive outcomes.
• Drive leadership capability, high‑performance culture initiatives and organisational effectiveness across diverse portfolios.
• Use workforce insights and data to identify trends, inform decisions and deliver future‑focused people solutions.
• Support workforce planning, organisational change and culture initiatives to enhance employee experience.

Required profile

• Proven experience as a People & Capability or HR practitioner in a business‑partnering environment.
• Ability to build trusted relationships and positively influence leaders at all levels.
• Comfortable navigating complexity, adapting to change and providing solution‑focused, people‑centred guidance.
• Strong communication skills with the confidence to coach, challenge and support.
• Motivated by making a meaningful impact on organisational outcomes.
