People & Capability Advisor (HR)

About the role

The Environmental Protection Authority (EPA) in Wellington is seeking a People & Capability Advisor to provide practical, people‑focused HR advice and support across the organisation. You will partner with leaders and staff to deliver high‑quality HR solutions while contributing to strategic initiatives that shape New Zealand's environmental future.

Key responsibilities

• Provide HR advice on recruitment, remuneration, performance management, workforce planning and employment relations.
• Partner with people leaders to manage end‑to‑end recruitment processes, from advertising to appointment.
• Support organisational change initiatives and embed people‑centred change practices.
• Assist with investigations, performance processes and interpretation of HR policies.
• Contribute to engagement, remuneration reviews, diversity & inclusion, and workforce projects.
• Coordinate learning and development activities and capability‑building programmes.
• Maintain and improve HR policies, guidelines, systems and reporting.

Required profile

• Demonstrated experience in HR advisory or business partnering, preferably in the public sector.
• Strong knowledge of New Zealand employment law and HR best practices.
• Excellent communication and relationship‑building skills.
• Ability to work collaboratively with senior leaders and diverse teams.
