Team Leader – People Services

About the role

The Civil Aviation Authority is seeking a Team Leader for its People Services function. This hands‑on leadership role combines people management, HR generalist expertise, and service‑delivery improvement in a complex public‑sector environment. You will lead the AskHR service, ensuring staff receive timely, accurate, and practical HR advice while driving continuous improvement across processes and tools.

Key responsibilities

• Coach, mentor and develop the HR team, fostering confidence and capability.
• Oversee the AskHR function, delivering consistent, high‑quality advice on a broad range of HR matters.
• Step in to manage queries, workload peaks and team cover as needed.
• Lead continuous‑improvement initiatives for HR services, knowledge resources and self‑service tools.
• Contribute to HR projects, including process redesign, system enhancements and service upgrades.
• Use data, insights and feedback to monitor service effectiveness and guide improvements.
• Partner with other teams to create joined‑up, customer‑focused HR solutions.

Required profile

• Strong HR generalist experience across the full employee lifecycle.
• Experience working with or supporting an AskHR model.
• Familiarity with the New Zealand public‑sector environment.
• Passion for coaching, mentoring and developing early‑career HR practitioners.
• Continuous‑improvement mindset with a track record of enhancing processes, services or systems.
• Proven ability to lead or contribute to HR‑related projects.
• Systems‑thinking approach that keeps people at the centre of solutions.
