Senior Consultant – Local Government Procurement

About the role

Morrison Low Advisory is seeking a Senior Consultant with strong local‑government operations experience to provide strategic procurement advice to councils across New Zealand. You will work on both operational service contracts and capital‑works programmes, delivering outcome‑driven solutions that help clients plan, contract and manage services efficiently.

Key responsibilities

• Develop and implement procurement strategies for operational services and capital projects.
• Lead market engagement, tendering, evaluation, negotiation and contract award processes.
• Collaborate with multidisciplinary consultants and senior leaders on team‑based projects.
• Produce clear, data‑rich reports and presentations for client decision‑makers.
• Support client relationships through on‑site work, office collaboration and occasional remote days.

Required profile

• Degree qualified with at least 7 years of relevant experience.
• Demonstrated experience in procuring operational service contracts or capital‑works contracts.
• Deep understanding of local‑government operations, governance, funding constraints and stakeholder expectations.
• Proven ability to manage multiple deadlines, work flexibly across varied project scopes and solve problems in real time.
• Strong judgment, critical and strategic thinking, and proactive client‑management skills.
