Procurement and Contracts Lead – Three Waters Programme

About the role

This is a unique opportunity to contribute to Christchurch’s $3 billion Three Waters capital programme, supporting critical wastewater, stormwater and water‑supply infrastructure. As the Procurement & Contracts Lead you will own end‑to‑end sourcing activities and partner closely with project managers and the wider procurement function.

Key responsibilities

• Lead sourcing projects from planning through contract award and handover.
• Support capital delivery programmes with smart, scalable procurement approaches.
• Provide expert advice on contract management, risk and supplier performance.
• Shape procurement strategies that enable programme‑wide delivery, not just individual projects.
• Build strong relationships across internal teams and supplier networks.
• Identify and implement improvements to procurement processes to optimise delivery.

Required profile

• 7+ years of strategic procurement experience in a complex organisation.
• Strong end‑to‑end sourcing expertise, including tendering, evaluation and contract development.
• Sound understanding of contract law and procurement frameworks.
• Experience on capital works, infrastructure or programme‑based delivery (highly desirable).
• Excellent stakeholder engagement with the ability to influence and advise.
• Strong commercial judgement, analytical thinking and problem‑solving capability.
• Resilience and adaptability in fast‑paced, evolving environments.
