Team Manager – International Monitoring & Intelligence

About the role

The Ministry for Primary Industries is seeking a senior leader to head its International Monitoring & Intelligence team in Wellington. In this permanent, full‑time position you will guide a group of analysts who provide critical intelligence that shapes New Zealand’s fisheries compliance strategy at home and abroad.

Key responsibilities

• Lead the development and execution of international monitoring and intelligence priorities aligned with national compliance objectives.
• Produce actionable intelligence and advice that inform operational decisions, policy formulation and senior‑level decision‑making.
• Oversee compliance risk assessments, analytical outputs and ensure activities meet international and legal standards.
• Build and maintain strong partnerships across MPI, other government agencies and international organisations.
• Manage, coach and develop a team of approximately six analysts and advisors.
• Represent New Zealand in international forums, both in‑person and virtually, contributing to global fisheries compliance efforts.

Required profile

• Proven leadership experience in intelligence, enforcement or regulatory environments.
• Outstanding relationship‑management and communication abilities.
• Strong understanding of compliance frameworks, surveillance tools, risk management and investigative processes.
• Experience working with international partners, multilateral forums or similar settings.
• Excellent judgement in regulatory or enforcement contexts and ability to make decisive decisions under pressure.
