Senior Project Manager – Wilding Conifer NPMP

About the role

Biosecurity New Zealand is looking for a Senior Project Manager to lead the development of the Wilding Conifer National Pest Management Plan (NPMP). Based in Wellington, you will coordinate a high‑profile national programme that protects the country’s environment, economy and way of life from invasive pests.

Key responsibilities

• Lead the design and implementation of the Wilding Conifer NPMP, including rationale, objectives, cost estimates and funding options.
• Produce an updated cost‑benefit analysis, allocate costs and evaluate levy‑funding alternatives.
• Manage stakeholder consultation in line with the Biosecurity Act and prepare briefing material for the Minister and Cabinet.
• Draft the final NPMP and develop implementation processes that integrate with existing operational activities.
• Maintain effective relationships with partner organisations, iwi, local government and the public, responding to inquiries and preparing ministerial advice.

Required profile

• Strong judgement and strategic thinking with proven senior‑level project or programme delivery experience.
• Excellent communication and relationship‑building skills in complex stakeholder environments.
• Experience working in a New Zealand government agency or similar regulatory setting.
• Ability to lead planning, monitoring, reporting and risk management for large‑scale initiatives.
