Senior Procurement Consultant – Public Sector

About the role

Morrison Low Advisory is seeking a Senior Consultant to provide strategic procurement advice to local government clients in New Zealand. The role involves developing outcome‑driven solutions for procurement planning and delivery across operational service contracts and capital works programmes.

Key responsibilities

• Develop and implement procurement strategies for local government councils.
• Support clients with procurement planning, market engagement, tendering, evaluation, negotiation and contract award.
• Collaborate closely with other consultants and senior leaders across the business.
• Work on both short‑term and long‑term, team‑based projects, including in‑house client work and office‑based activities.
• Utilise flexible work arrangements, including supported work‑from‑home days.

Required profile

• Strong understanding of local government operations and service delivery programmes.
• Knowledge of a range of procurement approaches, their risks and benefits.
• Background in transport, property or community facilities is desirable.
• Proven ability to manage multiple deadlines, demonstrate initiative and adapt to varied project scopes.
• Sound judgment, critical and strategic thinking, and proactive relationship building.
• Degree qualified with at least 7 years of relevant experience.
• Experience procuring operational service contracts or capital works contracts.
• Understanding of local government governance, funding constraints and stakeholder expectations.
