Senior Procurement and Commercial Specialist – Infrastructure

About the role

We are seeking a Senior Procurement and Commercial Specialist to lead complex infrastructure and construction procurements for the New Zealand Defence Force. The role supports major programmes such as the Future Navy Base, Defence Estate Regeneration, and other capital works across the country.

Key responsibilities

• Develop and execute procurement strategies from initial planning through to contract award for large‑scale construction projects.
• Run tender processes, evaluate bids and manage negotiations to secure favourable commercial outcomes.
• Advise senior stakeholders on risk, market engagement and compliance with Government Rules of Sourcing and NZDF governance.
• Draft and finalise contracts in line with New Zealand construction standards such as NZS 3910 and NZS 3916.
• Monitor contract performance and ensure alignment with project objectives.

Required profile

• Extensive experience in infrastructure, construction or public‑sector procurement.
• Proven track record of managing complex tenders and commercial negotiations.
• Strong stakeholder engagement and influencing abilities.
• Eligibility for a higher‑level security clearance (NZ citizenship or permanent residency, ten‑year residence in approved countries).

Required skills

• Knowledge of NZS 3910 construction contract.
• Knowledge of NZS 3916 construction contract.
• Familiarity with Government Rules of Sourcing.
