Rates and Debtors Team Leader

About the role

We are looking for a dynamic leader to head the Rates and Debtors team within the Customer Services Unit of Waimakariri District Council. Based in Rangiora, the role is central to managing the Council’s rates setting, assessment, collection and debtor processes, ensuring revenue is collected efficiently and compliantly.

Key responsibilities

• Lead, coach and support a team of six, fostering a collaborative, high-performance culture.
• Maintain and oversee core property, contact and rates databases to guarantee data accuracy, security and accessibility.
• Supervise the production of legally compliant rates assessments, invoices and related processes.
• Administer the Rates Rebate Scheme and assist with credit-control activities.
• Implement robust systems and internal controls to support revenue collection.
• Work with internal and external stakeholders to develop rating policies and enhance service delivery.

Required profile

• 8-10 years’ experience in a senior rates officer or sole-charge rates role.
• Proven ability to motivate, coach and develop staff.
• Strong knowledge of relevant legislation, compliance obligations and rating processes.
• Excellent communication, relationship-management and customer-service skills.
• Solutions-focused mindset with a commitment to continuous improvement.
• High level of accuracy, numeracy and attention to detail.

Required skills

• Proficiency in Microsoft Office.
