Programme Manager – Resource Management Reform

About the role

The Resource Management Reform Programme is a collaborative effort among four Northland councils to implement the new national resource legislation. As Programme Manager, you will lead this two‑year, fixed‑term initiative, ensuring the region transitions smoothly to an integrated planning framework.

Key responsibilities

• Establish and oversee a multi‑council programme structure, aligning workstreams and priorities across Whangārei, Kaipara, Far North districts and the Regional Council.
• Provide strategic direction and robust oversight to the Joint Committee and steering group of General Managers.
• Facilitate collaboration between technical staff, senior executives and central government, embedding Te Tiriti o Waitangi principles.
• Produce high‑quality advice, reports and recommendations to support decision‑making.
• Monitor programme readiness, manage risks and ensure delivery against timelines and budgets.

Required profile

• Proven experience leading complex, multi‑stakeholder programmes in the public sector.
• Relevant tertiary qualification or senior expertise in programme management, planning, policy or reform.
• Strong understanding of local government and regulatory systems.
• Excellent analytical, organisational and problem‑solving abilities.
• Commitment to Te Tiriti o Waitangi and meaningful tangata whenua involvement.
