Payroll Manager – Fixed Term (up to Aug 2027)

About the role

Napier City Council is seeking a Payroll Manager on a fixed‑term basis until August 2027. Reporting to the Financial Controller, you will lead a dedicated team to deliver accurate, compliant and customer‑focused payroll services across the organisation.

Key responsibilities

• Oversee the end‑to‑end payroll process to ensure timely and accurate payments.
• Provide expert payroll advice to senior leaders and external stakeholders.
• Maintain compliance with payroll legislation, employment agreements, policies and audit requirements.
• Optimise payroll systems, processes and internal controls for continuous improvement.
• Drive data integrity, governance, analytics and reporting capabilities.
• Develop, mentor and retain a high‑performing payroll team.

• Proven people‑leadership experience with a focus on developing teams.
• Strong communication and stakeholder‑management skills.
• Ability to navigate complex payroll queries and legislative requirements.
• Comfortable balancing day‑to‑day operations with change initiatives.
• Commitment to delivering exceptional service outcomes.

Required skills

• Extensive knowledge of payroll systems and software.
• Experience with data governance, analytics and reporting tools.
• Understanding of payroll legislation and compliance frameworks.
