Learning & Development Specialist – Capability & Career Pathways

About the role
The Medical Council of New Zealand is looking for a Learning & Development Specialist to shape capability, career pathways and learning across the organisation. In this fixed‑term role you will help staff acquire the skills they need to perform effectively and support the Council’s long‑term strategic goals.
Key responsibilities
- Assess and map the current capability and learning environment.
- Identify workforce capability gaps and design engaging L&D solutions.
- Lead the review and refresh of the organisational capability framework.
- Develop and embed a leadership development component within the framework.
- Work with managers to create team‑specific capability frameworks and clear career pathways.
- Partner with subject‑matter experts and external providers to design learning content and high‑quality training programmes (in‑person and digital).
- Facilitate training sessions and professional development workshops.
- Contribute to organisational projects that strengthen capability and culture.
Required profile
- Proven senior‑level experience in organisational development, learning, capability or broader HR roles.
- Strong understanding of HR operations and experience developing educational programmes and curriculum resources.
- Commitment to continuous improvement and knowledge sharing.
- Ability to work collaboratively with leaders, experts and external partners.
Required skills
- Experience designing and implementing capability frameworks.
- Expertise in creating leadership development programmes.
- Proficiency in developing both in‑person and digital learning solutions.
