Group Manager Biosecurity

About the role

The Group Manager Biosecurity leads Northland Regional Council’s high‑performing Biosecurity Group, shaping regional biosecurity strategy and ensuring the community, land and sea are protected. Reporting to the Executive Leadership Team, this senior position provides strategic direction and trusted advice to the Chief Executive and Council.

Key responsibilities

• Develop and deliver regional biosecurity strategies, programmes and policies.
• Provide strategic advice to senior leadership, Council and external partners.
• Build and maintain strong partnerships with iwi, communities, public and private stakeholders.
• Champion governance, risk management and accountability across the biosecurity portfolio.
• Lead organisational change, align resources and strengthen capability within the group.
• Represent the Council externally, fostering Te Tiriti‑based relationships and promoting a culture of health, safety and wellbeing.

Required profile

• Minimum eight years of senior leadership experience in a complex or public‑sector environment.
• Proven strategic leadership with strong analytical ability to translate complex information into clear plans and outcomes.
• Relevant tertiary qualifications or equivalent experience.
• Demonstrated cultural capability and understanding of Te Ao Māori and Te Tiriti o Waitangi.
• High personal integrity, sound judgement and resilience in challenging situations.
