Financial Controller – Lead Financial Control Function

About the role
The Department of Conservation (DOC) is seeking a decisive finance leader to protect public funds, ensure reporting excellence, and support conservation outcomes across Aotearoa. As Financial Controller you will own the integrity of DOC’s financial systems, balance sheet and external reporting.
Key responsibilities
- Lead the Financial Control function and maintain department‑wide internal control frameworks.
- Ensure completeness, accuracy and reliability of the general ledger, balance sheet and financial systems.
- Oversee timely, accurate and compliant external financial reporting and act as the primary accountability point for external audit.
- Develop, maintain and enforce financial accounting policies, delegations and risk controls.
- Modernise the Financial Management Information System (FMIS) and drive continuous improvement in processes, data and reporting.
- Build a high‑performing, inclusive team culture, set clear expectations and coach staff.
Required profile
- Chartered Accountant with experience as a Financial Controller in the New Zealand public sector.
- Deep knowledge of Public Sector Accounting Standards, public‑sector taxation, the Public Finance Act and the machinery of government.
- Proven ability to establish internal control environments, lead audits and navigate political sensitivities.
- Experience modernising FMIS and delivering process improvements.
- Advanced commercial and financial management, budgeting and negotiation skills.
- Strong communication skills to present complex finance concepts to non‑accountants and influence senior leadership.
- People leadership experience with a focus on coaching and team cohesion.
