Civil Foreperson – Pavements & Earthworks

About the role

Downer is seeking an experienced Civil Foreperson to lead crews on pavement and earthworks projects in Palmerston North. This hands‑on leadership role involves planning, coordinating and supervising daily site activities to deliver safe, efficient and high‑quality outcomes.

Key responsibilities

• Plan, organise and supervise crews across pavement construction, maintenance, bulk earthworks and site preparation.
• Lead and coordinate Downer staff and subcontractors to meet operational and contract requirements.
• Assign tasks, manage priorities and optimise use of labour, plant and materials.
• Oversee site works including earthworks, subgrade preparation and pavement construction activities.
• Monitor progress, adjust work programmes and ensure deadlines are met.
• Complete daily job records, detailed reporting and documentation accurately and on time.
• Support pricing and approval of variations alongside supervisors and project managers.
• Ensure accurate set‑out and scope clarity before crews commence work.
• Manage plant utilisation, maintenance planning, fuel usage and plant costs.
• Promote a strong Zero Harm safety culture and provide coaching and development to crew members.

Required profile

• Proven foreperson or supervisory experience within civil construction.
• Strong knowledge of pavement construction and earthworks operations.
• Ability to lead crews in fast‑paced, dynamic site environments.
• Experience coordinating subcontractors and managing site delivery.
• Solid understanding of productivity, plant utilisation and cost control.
• Effective verbal and written communication skills.
• Commitment to safe work practices and continuous improvement.
• Full NZ driver’s licence (WTR endorsements advantageous).
