Capability Lead

About the role

The Capability Lead will join the People & Culture team at Auckland One Rail to design and implement a competency framework that supports the frontline and operational workforce. Reporting to the Head of Learning and Capability, the role will work across the organisation to identify capability needs, map competencies and create sustainable standards that enable successful project delivery and future network expansion.

Key responsibilities

• Develop and roll out competency frameworks, assessment tools and capability standards aligned with business objectives.
• Conduct competency mapping, identify gaps and maintain up‑to‑date workforce capability documentation.
• Partner with leaders, subject‑matter experts and stakeholders to run workshops, validate requirements and present recommendations.
• Manage project delivery, including planning, reporting, stakeholder updates and governance compliance.

Required profile

• Proven experience creating competency or capability frameworks.
• Strong understanding of organisational capability, workforce planning and adult learning principles.
• Experience in role analysis and competency mapping.
• Excellent stakeholder engagement and facilitation abilities.
• Strong analytical, documentation and project‑management capabilities.
