Finance Business Partner

About the role

The Civil Aviation Authority is seeking an experienced Finance Business Partner to provide trusted financial advice and assurance across the organisation. This senior position works closely with cost‑centre managers to support strategic decision‑making in a complex public‑sector environment.

Key responsibilities

• Deliver high‑quality financial advice and thought leadership aligned with organisational strategy.
• Lead financial planning, budgeting, re‑forecasting and investment analysis.
• Assess financial risks and opportunities associated with investment decisions.
• Produce accurate monthly financial reports, variance analysis and forward‑looking insights.
• Support pricing, funding and Cabinet‑related financial processes.
• Ensure compliance with legislative requirements and best practice.
• Contribute to key accountability documents such as the Annual Report and Statement of Intent.
• Liaise with external stakeholders including Treasury, the Ministry of Transport and external auditors.
• Drive continuous improvement in financial capability, systems and processes.

Required profile

• CA ANZ‑recognised Chartered Accountant qualification.
• Bachelor’s degree in Accounting, Commerce or related discipline, or equivalent experience.
• Extensive experience in finance roles, particularly financial accounting within service‑based or public‑sector organisations.
• Strong technical accounting knowledge and proven analytical, planning and problem‑solving abilities.
• Excellent stakeholder relationship skills with the ability to influence senior leaders.
• Continuous‑improvement mindset and adaptability to change.

Required skills

• Advanced proficiency in Microsoft Excel.
• Experience with financial systems.
