Team Manager – Regulatory Funding & Pricing

About the role

Step into a senior leadership position at the intersection of finance, regulation and system design. As the Team Manager – Regulatory Funding & Pricing you will shape how New Zealand’s food safety regulatory services are funded, priced and delivered, translating legislative intent into sustainable commercial models.

Key responsibilities

• Design and implement cost‑recovery frameworks aligned with existing and new legislation.
• Develop multi‑channel charging models (certification, levy, fee‑based) for diverse industry segments.
• Advise on pricing methodologies such as volume‑based, activity‑based and hybrid models, balancing equity and efficiency.
• Oversee financial modelling, forecasting and scenario analysis to ensure evidence‑based, defensible cost‑recovery models.
• Provide input on fees and levies, prepare pricing narratives and engage with central agencies including Treasury and Cabinet processes.
• Drive integration of charging frameworks across finance, digital and operational platforms.
• Monitor memorandum accounts, revenue performance and financial risk to align with government cost‑recovery principles.

Required profile

• Commercially astute with strong technical expertise in finance and economics.
• Proven experience in regulatory system design and cost‑allocation.
• Leadership capability to manage cross‑functional teams and high‑visibility stakeholder relationships.
