About the role

The Head of Insurance leads the Financial Markets Authority’s insurance supervision function, shaping conduct regulation to achieve better outcomes for New Zealand consumers and markets. This senior position drives the implementation of the Conduct of Financial Institutions (CoFI) regime and the Contracts of Insurance Act.

Key responsibilities

• Set clear regulatory priorities and deliver a proportionate, forward‑looking supervision approach.
• Apply strong regulatory judgement to complex conduct risks and emerging issues.
• Oversee the successful implementation of CoFI for insurers and the Contracts of Insurance Act.
• Build trusted relationships with boards, senior executives, industry bodies and regulatory partners.
• Guide the development of practical, outcomes‑focused guidance and insights.
• Lead, mentor and develop a high‑performing insurance supervision team.

Required profile

• Senior leadership experience, preferably in regulatory, policy, governance or risk environments.
• Deep understanding of regulatory purpose and the ability to apply it effectively.
• Proven sound judgement and decision‑making in complex, changing contexts.
• Credibility with senior stakeholders, including executives and boards.
• Pragmatic approach that balances fairness with effective oversight.
